		<description>Anger is very good. Police is a state subject and hence subject to vagaries of the state budget which is dependant on the largesse from the Central government. Most state budgets are overstretched with paying the staff, there is hardly anything left for modernising.

Of course then there are callous politicians, bureucrats. SP&#039;s used to travel in a jeep, then they shifted to an ambassodor, now they roams around in Qualis&#039;s. Ministers roam around in official skodas. Then if you have a ministry, where 50% of the house are ministers, what do we expect.</description>

why shouldn&#039;t i make such statements... they are true... not only for our police force but society in general...
some years back in delhi, close to c p, late in the night i found one woman injured and naked lying on the road, unconscious, from the time i discovered her i spent some 40 min trying to stop passing cars for help or getting a rick, then a police car comes and stops after i scream and shout... all those men were drunk... they get down and look at the woman and say oh! she must be having fun, in crude hindi... i tell them pls call an ambulance they laugh and drive away... one man crossing on a bike comes and promises that he will call for an ambulance... i wait for an hour... another police car comes they look at her by this time i had lost my head and started crying... they agreed to take her to the hospital but feared that this woman&#039;s blood and excreta will spoil their car... finally after a lot of dillydallying they take her, covered in some sheets they got... promising that she will be put in a hospital... but i could never trace her in the hospital... i hope that she recovered and her family found her... but i&#039;m just hoping... all this took more than two hours from the time i discovered the woman... what was she... why no one wanted to help... i didn&#039;t even know if she was living or dead by the time police took her... police is rotten but what were we, the educated ones; doing nothing... we just stormed past in our cars... how does it matter who is lying raped and injured on the road as long as she is not my kin... 
i hate this place... the mediocrity, the insensitivity...</description>

		<description>The Federal Bureau is not the only solution. That is why local state governments are opposing it. 

It is with the local cops - who should want to protect their communities from all and any harm - man-made or otherwise. 

But even that is not possible in India. You are a yadav and the victim is a bhumihar...or vice versa. You will enjoy the other&#039;s misfortune because your leaders have fed you with bilge. 

Autonomy with sensitization is the only option. 

And the lack of a critical population that sees through the double-standards, exploitation and protests has worsened the situation. But it can only get better. Or am I a stupid optimist?

@gudu another instance of corruption because almost all of them will be in the dock. I am sure there is enough evidence to catch Mr. Quatrochi but the man regularly escapes...because of lack of translators! who are these people man?!</description>

		<description>@chaubey - IMO most of the wings like judiciary, executive in the country are subservient to the government in power. no organisation including the CBI is autonomous, who have the freedom to conduct an investigation without favouring one or the other. this has led to rampant corruption - in fact collusion between all the corrupt, across political parties, group caste and religious affiliations. 

With the Arushi case, the cops are under pressure. So everybody is a suspect, which is the 1st rule of investigation. But everybody getting harassed. That&#039;s human rights abuse. But cops in India perform worst in the sensitivity index. 

@bubble on fire - did you watch ndtv last night. a good battle with the uncle of Arushi ripping apart the media who are hounding the family for bytes. 

And thankfully everybody discussed the unlimited access granted to all and sundry to the crime scene. Do we even have the &#039;yellow tape&#039; to cordon off crime scenes? everybody walking all over the evidence! 

Or is it western influence - too bad for India and Indians?</description>
